Narratively speaking, a Game of Thrones season finale isn't as powerful as the episode that precedes it. Episode 9s are usually better.

In fact, this final episode for Season 3 is mostly exposition, or in layman's terms, it's all talk. The talks are interesting, though, such as:

The only action you will see in this episode is Arya Stark's first kill. Arya may very well be on her way to becoming a full-fledged killer. Even the Hound can't stop her.
